It depends on how they're depicted.
A humanish werewolf like those in some older movies are too human to be anthro. These usually look somewhat like [link] .
A werewolf that lies within the balance of human and wolf can be considered anthro. A good example of this would be something like [link] .
Then, not often werewolves could be depicted as general four legged wolves.
So in general it's based on how it appears, so it still remain unclear.
